Kerala Online Portal for Employment in the Un-organised Sector : KOPEUS
Employment Exchanges basically catered to the needs in the organised sector, both Public and Private. The employment in the Private Sector were usually through Private Agencies who sometimes exploits both the service seekers and service providers by exhorting huge commission from them.

Employment Department is intervening in the Employment Market in the Unorganised Sector to reduce instances of such unfair practices. The department is creating a net based interface to bring both the service seeker and service provider together without the intervention of middle men.

A Web Portal specifically for Employment in the Unorganised sector is being developed for this purpose

This is a web application being developed by NIC where in any job seeker can register online with the following details :
** Name
** Address
** Date of Birth
** Qualification
** Experience
** Expected Wages
** Mobile Number
** E-mail ID

2. Employers or Service Seeker

4. Government

The major activities of the system are as follows :
** Job-Seeker Registration – in Form P-1
** Update Details
** Applying for a vacancy
** Search Job
** Employer Registration- in Form P-2
** Update Details
** Vacancy Posting
** Search Candidates

Placements in the Unorganised sector include :
** Plumbers
** Electricians
** Coconut Climbers
** TV Mechanics
** Farm Workers
** Home Nurse
** Domestic Help etc

Note :
** Certification is not necessary.
** Anybody requiring the skills can directly contact for his services.
** Private Employers can also advertise their requirements.
** Placement will mostly be in their locality.

What is the historical development of the Department of Employment Service? :
(a) The Employment Service was started as a resettlement agency for the demobilized service personnel and discharged war workers under the Directorate General of Resettlement & Employment (DGR&E), Government of India in July 1945 and Employment Exchanges were gradually opened in several parts of the country.
(b) In 1947, consequent upon the partition of the country, the Employment Exchanges were called upon to deal with the resettlement of a large number of persons who were displaced as a result of partition. As a result, Employment Exchanges were thrown open to all categories of applicants by early 1948. Thus a resettlement agency was transformed as an all India placement agency.
(c) Based on the recommendations of the Training and Employment Services Organization Committee’, the day-to-day administration of the organization was handed over to the State Governments with effect from 1st November 1956.
(d) The Employment Service is now the joint concern of the Central and State Governments. The administrative control of the department is by the State Government. To ensure the uniformity in the functioning of the Employment Exchanges all over India, the policies and procedure to be adopted in the functional activities of the Employment Exchanges are prescribed at the national level by the Director General of Employment & Training, New Delhi. And the department is called-National Employment Service (Kerala)’ in this state.
