West Bengal Land & Reforms Department :
The Department of Land & Land Reforms, Government of West Bengal through the Directorate of Land Records & Surveys maintains and updates mauza maps (Cadastral Maps) and Records of Rights for over 42,000 mauzas in the State. Due to operationalisation of all blocks in the state, Certified Copies of Records in pre-printed stationary are being serviced quickly from BL&LRO offices. In many places, a person gets his copy on the same date. Pending of petitions for a long time is a matter of past. People are now free from delay and harassment.

Raiyat & Khatian :
A person owning parcel(s) of land in a mauza is a Raiyat and details of his or her ownership, use(s) of land, revenue payable, etc. constitute his or her record of right or KHATIAN.

The number of Raiyats in the State is over 40 million and so is the number of Record of Rights. These maps and records are Public Documents.

Maps and records are required to update due to change of ownership or use of land. This is done by drawing Mutation & Conversion proceedings under appropriate provisions of law. These proceedings also constitute Public Documents.

Certified copies of and Information regarding these documents can be obtained after paying requisite charges.

Procedure for getting Certified Copy of ROR (KHATIAN) / Plot Information:
Certified copies of Record of Right (ROR) / Plot Information can be obtained from the concerned Block Land & Land Reforms Office (BL & LRO) where application must be on a demi paper affixing court Fee of Rs 20.00 (Rupees Twenty) clearly mentioning the following details
** Applicant’s Details ,
** Name of Mouza ,
** J L No and
** Khatian Number / Plot Number

Note :
The additional amount of court fee (if required) should be submitted to the concerned office before receiving the copy of ROR only.

Sevice of Plot Maps :
Citizen can get the individual Plot map service along with adjacent plots with dimensions in a A4 size stationary by paying the requisite court fee.

Procedures For Procurement of Certified Copies of Case Records :
Certified copies of case records like judgments passed by any Revenue Officer as empowered by law in quasi-judicial proceedings under various sections of West Bengal Estate Acquisition Act, 1953, West Bengal Land Reforms Act, 1955, West Bengal Homestead Act, are available from the concerned Block office. One has to apply for certified copy of any case record in the Requisition Slip form mentioning the appropriate case number and the nature of the case along with Application Fee of Rs. 5.00 (Rupees Five) only and AT Rs. 20.00 (Rupees Twenty) only for each Xeroxed page of the case record.

Procedures For Collection of Certified Copies of Mauza Maps and Sale of Mauza Maps of WB :
** No mauza map is sold from the Directorate of Land Records & Surveys, West Bengal.
** Cadastral Survey (C.S.) & Revenue Survey (R.S.) mauza maps are sold from the concerned Office of the District Magistrate if stock is available.
** One may contact the concerned Block Land & Land Reforms Office for collection of LR Map (one may purchase the same if the Finally Published mauza map is printed).
** If the Record Room of the concerned District Magistrate does not have any stock of a C. S. or R. S. mauza map then one may apply for a Certified Copy of the suit plot along with some adjacent plots of land in the Office of the District Land & Land Reforms Officer of the concerned district.
** Certified copies of portions of C. S. mauza map and C.S & R.S mauza maps of areas falling in Howrah & Garden Reach Municipalities and the Holding Register of the said municipal areas may be collected from the West Bengal Drawing Office Record Room at the Directorate of Land Records & Surveys, West Bengal on application if the same record is available.

How to Apply?
Application must be on DEMI Paper affixing court fee of Rs 1.50(One Rupee & Fifty Paisa) only clearly mentioning the suit plot number along with plot numbers of adjacent plots whose certified copy of the map is required.

The following information must be given in the application for certified copy of mauza maps :
** CSJL Number
** CS Plot Number
** Sheet Number
** Applicant’s Name and Address

No certified copy will be issued if there is any wrong information regarding the above.No certified copy will be issued if there is any wrong information regarding the above.

The Deputy Director of Surveys, West Bengal will scrutinize the application and will consider if certified copy of the portion of the mauza map can be given or not. If possible, the cost for preparing the certified copy of the portion of mauza map will be let known to the applicant. The applicant shall have to submit the amount of money through T.R. 7 Challan in the State Bank of India Treasury Branch, in Alipore Court premises. The receipt of the submitted T.R. 7 Challan shall have to be submitted to this Office along with a court fee of Rs 0.5(Fifty Paisa) only.

If the applicant faces difficulty in getting the certified copy of portions of mauza map or of the holding register or has any allegation against any employee of this Office he or she may register the allegation to the Deputy Director of Surveys, WB or the AD of Surveys, West Bengal at the Directorate of land Records & Surveys, WB.
