Inter University Taekwondo Championship 2014 :
Inter University Taekwondo Championship 2014 is the pilot taekwondo poomsae competition organized by the Himalayan Explorers’ Club, IIT Roorkee at the university level.

This Competition will be held at the IIT Roorkee campus on 5th April 2014.

Last date for online registration is 15th March 2014.

RULES AND METHODOLOGY OF POOMSAE COMPETITION :
General Instructions :
1. Accommodation and fooding will be provided from 4th April to 6th April.
2. The registration fees = 800 INR per participating member of the team.

Date of Competition : 5th April 2014 (0900 IST)

General Code of Conduct :
1. Dress TKD , standard dress:- Competitors, while competing must wear the “official approved”.
2. No jewellery, watch or other adornments may be worn, hair may be kept in the place using a material of a soft elastic nature only, no grips or slides are allowed.
3. Competitors must at all times bow to the Jury and also to each other at the beginning and end of each performance/match.
4. All rules and regulations are in compliance with the regulations of WTF- (World Taekwondo Federation).But in case of any confusion whatsoever the decisions made by the referees and the organizing team will be final and binding in the favour of festival.
5. Physical inspection and uniform inspection: After being called, the contestants shall undergo a physical inspection and a uniform inspection at the specified inspection desk by an inspector designated by the WTF. The contestant shall not show any signs of aversion, and shall not bear any object which may cause harm to the other contestant.
6. Entering the Contest Area: Following the inspection, the contestant shall enter the contestant waiting area with one coach accompanied only.
7. Pre-contest and post-contest procedures
7.1 The contest shall begin after the declaration of “Chool-jeon”, “Cha ryeot”, “Kyeong rye “Joon-bi” and “Shi-jak by the competition coordinator.
7.2 After the end of the each Poomsae, the contestants shall stand in their respective positions and make a standing bow at the coordinator’s command of “Ba-ro, Cha-ryeot, Kyeong-rye.” Contestants shall wait until the coordinator’s declaration of “Pyo-chul”
7.3 The referee shall declare the winner according to the results of the judges.
7.4 Contestant’s exit.

Classifications of Competition :
Contestants may compete in max. 2 categories of competition.
1.1 Men’s Individual.
1.2 Women’s Individual.
1.3 Men’s Team.
1.4 Women’s Team.
1.5 Men’s Pair.
1.6 Women’s Pair.

Division by Belts :
1. Junior: Yellow to Blue belt.
2. Senior: Blue one and above.

Syllabus for Competition :
1. Junior category: Taegueks 1 to 3 are compulsory, but the participant must know taegueks upto his/her belt rank.
2. Senior category: Taegueks 5 to 7 are compulsory, but the participant must know taegueks upto his/her belt rank.

Methods of Competition :
1. Combination System: Cut off system + Elimination tournaments system.
2. Two Poomsae from designated Compulsory Poomsae decided for each division must be performed for all preliminary and any Poomsae up to the designated belt in final round.

Duration of Contest :
1. Individual, Pair, and Team competitions from 30 seconds to 90 seconds
2. The waiting period between 1st poomsae and 2nd poomsae is 30 to 60 seconds
3. The starting of waiting period between 1st poomsae and 2nd poomsae shall be activated after the competition coordinator has declared a decision.

Prohibited Acts/Penalties :
1. Penalties for any prohibited act shall be declared by the referee.
2. Penalties are defined as “Gam-jeom” (deduction of points by penalties).
3. “Gam-jeom” shall be declared on the following prohibited acts:
3.1 Uttering undesirable remarks or any misconduct on the part of a contestant or a coach
3.2 According to judgment of the referee, a coach an amateur contestant or tae Kwondo practitioners should have the manner and respect the code of conduct.
3.3 Athletes or coach should not interrupt or stand in the way of the competition coordinators in the midst of the coordination activity during the competitions.
4. Should a contestant be assessed two (2) deductions, the referee shall declare the contestant a loser on penalties.
(Interpretation)
Should a contestant accumulate two “Gam-jeom” (deductions of points by penalties), the Referee shall declare that the contestant lost on penalties.”Gam-jeom,” as defined above, refers to deduction of points due to behaviors that disrespect the spirit of sport, rather than due to judges’ scoring in terms of accuracy and presentation.
