Deadline:
Last date for obtaining License/Registration for all existing Food Business Operators is 4th Feb.2014. This date will not be extended any further

Note :
Application should be submitted to the State Authority/Regional Office of Food Safety and Standards of India, within fifteen days from the date of submission of application online.

Example:
If date of submission of application online is 18th May 2011, then the last date of submission of application along with fee and supportive documents is on or before 2nd June 2011.

Licensing and Registration of Food Business :
FSSAI provides an opportunity for Food Business Operators (FBOs) to apply for Registration/Licensing through online Registration/Licensing System. It also provides an option to track the status of application online through a Application Reference No. provided by the system during the submission of application.

The FBOs should take a print out of the Online Application Form generated through the system and submit the application to Regional Authority/State Authority with all supportive documents within fifteen days from the date of submission of application online.

FBO can register themselves online for the username and password (or) by providing the contact details can apply for Licensing / Registration.

How to Apply for License/Registration?
1.For License, FBO’s are required to have a valid personal e-mail ID and Mobile Number which should be kept active.
2. For Registration, FBO’s are required to have a valid personal e-mail ID OR Mobile Number
3. The name of the FBO should be spelt correctly in the application as it appears in the License.
4. On successful submission of application, the system will generate a unique Reference Id for the application.
5. Take a print out of the “Acknowledgment” and “Online Application Form” and attach the Demand Draft for the fee (if payment mode is Demand Draft) and supported documents (Refer Document Checklist) required as part of the application and submit the application to your State Authority or Regional Office of Food Safety and Standards Authority of India, within 15 days from the date of submission of application online.

Fee Structure :
1. Fees for Registration- Rs 100
2. Fees for License issued by Central Licensing Authority- Rs 7500

Fees for License issued by State Licensing Authority :
Manufacturer /Miller:
i. Above 1MT per day Production or 10,001 to 50,000 LPD of milk or 501 to 2500 MT of milk solids per annum Rs. 5000/—
ii. Below 1 MT of Production or 501 to 10,000 LPD of milk or 2.5 MT to 500 MT of milk solids per annum Rs.3000/—

Hotels :
3 Star and above Rs. 5000/—

3. All Food Service providers including restaurants/boarding houses, clubs etc. serving food, Canteens (Schools, Colleges, Office, Institutions), Caterers, Banquet halls with food catering arrangements, food vendors like dabba wallas etc Rs. 2000/—

4. Any other Food Business Operator Rs. 2000/—
The fees paid by any applicant for a license shall not be refundable under any circumstances.

Issue of Duplicate registration or License :
(1) Where a registration certificate or license is lost, destroyed, torn, defaced or mutilated, the applicant may apply for a duplicate copy of the registration certificate or license during the validity period, accompanied with a fee amounting to 10% of the applicable License fee.
(2) On receipt of such an application, the Licensing Authority shall grant a duplicate copy of the registration certificate or license, as the case may be to the applicant with the word “Duplicate” appearing prominently thereon.

Mode of Payment :
The payment shall be made by the Food Business Operator through Bank draft or online transfer or treasury chalan or any other suitable means as specified by the Licensing Authority.

Document Checklist :
Documents to be enclosed for New Application for License to Central / State Licensing Authority :
1. Form-B duly completed and signed (in duplicate) by the proprietor/ partner or the authorised signatory (mandatory for all).
2. Blueprint/layout plan of the processing unit showing the dimensions in metres/square metres and operation-wise area allocation (mandatory for manufacturing and processing units only).
3. List of Directors with full address and contact details (mandatory for companies only)
4. Name and List of Equipments and Machinery along with the number, installed capacity and horse power used (mandatory for manufacturing and processing units only).
5. Photo ID and address proof issued by Government authority of Proprietor/Partner/Director(s)/Authorized Signatory. (optional)
6. List of food category desired to be manufactured. (In case of manufacturers).
7. Authority letter with name and address of responsible person nominated by the manufacturer along with alternative responsible person indicating the powers vested with them viz assisting the officers in inspections, collection of samples, packing & dispatch. (mandatory for manufacturing and processors).
8. Analysis report (Chemical & Bacteriological) of water to be used as ingredient in food from a recognized/ public health laboratory to confirm the portability (mandatory only for manufacturing and processing units only).
9. Proof of possession of premises. (Sale deed/ Rent agreement/ Electricity bill, etc.) (optional).
10. Partnership Deed/Affidavit/Memorandum & Articles of Association towards the constitution of the firm. (optional).
11. Copy of certificate obtained under Coop Act – 1861/Multi State Coop Act – 2002 in case of Cooperatives. (wherever applicable).
12. NOC from manufacturer (mandatory for Re-labellers and Re-packers)
13. Food Safety Management System plan or certificate (if any).
14. Source of milk or procurement plan for milk including location of milk collection centre’s etc. in case of Milk and Milk Products processing units.(wherever applicable).
15. Source of raw material for meat and meat processing plants. (wherever applicable).
16. Pesticide residues report of water in case of units manufacturing packaged drinking water, packaged Mineral water and/or carbonated water from a recognized/ public health
17. Recall plan wherever applicable, with details on whom the product is distributed. (Optional).
18. NOCs from Municipality or local body. (optional).

Documents to be included for Renewal or Transfer of License given under other existing laws prior to these Regulations :
1. Any change in documents or information provided during grant of previous license. (mandatory).
2. Certificate or Plan of Food Safety Management System being adopted (for units under Central Licensing it has to be a certificate from accredited agencies) – An Advisory has already been issued vide letter no. 1(56)2012/ Advisory/FSSAI dt : 02.04.2012 declaring that FBO will submit an affidavit on a non-judicial stamp paper declaring that FBO will comply with Good Manufacturing Practices as mentioned in Schedule – 4 of FSS (Licensing and Registration of Food Businesses) Regulation, 2011.
3. List of workers with their medical fitness certificates. (These may be available with the units and be shown at the time of inspection).
4. Name, qualification and details of technical personnel in charge of operation. (mandatory for manufacturing & processing units).

Rules of Submission of Application for Registration / License :
1. Application should be submitted to the State Authority/Regional Office of Food Safety and Standards of India, within fifteen days from the date of submission of application online. (i.e.) If date of submission of application online is 18th May 2011, then the last date of submission of application along with fee and supportive documents is on or before 2nd June 2011.
2. Print out of Online Application Form is mandatory as part of the application submitted. Your application will not be accepted and processed without the Online Application Form.
3. For fees and supportive documents required to be submitted as part of the application, please refer to Fee structure and Documents Checklist links provided at login page.

  • I have completed the New licence Form.I seen the Acknowledgement Receipt form, Form B etc. and I have the Ref. No. & FBOID No. But can't take the print out copy of that Receipt No. & Form B.Before taking print out i shut down the computer and after that when i again want to print out that don't appear again.How can i get it again? please advise me.

  • We have a valid license but our registration is going to expire. What is the procedure to renew? We are not able to download the form or apply online because the application is PDF format. Please answer ASAP. I need to renew at the earliest.
