Employment Market Information Programme :
** To enforce the provisions of Compulsory Notification of Vacancies Act, 1959.
** To collect quarterly ER-I Return relating to manpower employed in govt., quasi-govt. and private-sector establishment. (At Employment Exchange level).
** To collect biennial ER-II Return at Employment Exchange level. (designation-wise, qualification based).
** To process and analyze Employment Return (ER-I and ER-II) to prepare manpower planning district-wise in the light of availability of human resources and their demand.
** To maintain and implement Employment Market Information Programme in all the districts of the State and to monitor their activities.

Vocational Guidance Programme :
** To impart directives for successful running of the Vocational Guidance Programme through all Employment Exchanges in State of Bihar.
** To organize training programme for the staff and officer.
** To provide budgetary support and technical assistance for running Career Information Centre (C.I.C.) established in all Employment Exchanges.
** To maintain liaison with different Employers bodies, Govt. Departments and Agencies, Representatives of the Trade and Agencies, so as to fulfill the objective of the Directorate.
** To publish periodically different reports to disseminate vital information and statistics relating to Employment and Man-Power Planning.

Duties and Services rendered by Employment Wing :
** To register the job seekers at the respective Employment Exchanges with a view to provide them job assistance at Employment Exchanges.
** To maintain running record of job seekers in Employment Exchanges according to National Classification of Occupancies (NCO) Code.
** To submit the particulars of candidates for employment against vacancies notified by different employers both in public as well as private sector through Employment Exchanges.
** To forward the application submitted by the candidates to respective employers against advertised vacancies through Employment Exchanges.
** To provide special and selective placement facilities to different categories of disabled persons through special Employment Exchange for Physically Handicapped, Patna.
** To provide specialized services and job assistance to highly qualified candidates through Professional and Executive Cell, Directorate of Employment, New Secretariat, Bihar, Patna.
** To monitor the progress in the field of self-employment opportunities by the Employment Exchanges through-out the state.
** To monitor the Vocational Guidance Programme conducted by different Employment Exchanges and University Employment Information and Guidance Bureau.
** To provide guidelines and framework for carrying out different plan and projects sanctioned by the State Govt. and to provide backup facilities for successful implementation of the same.
