Chief Minister Grievance Redressal Monitoring System(e-Abhijoga):
Grievance Redress Mechanism is part and parcel of the machinery of any administration. No administration can claim to be accountable, responsive and user-friendly unless it has established an efficient and effective grievance redress mechanism. In fact, the grievance redress mechanism of an organization is the gauge to measure its efficiency and effectiveness as it provides important feedback on the working of the administration. Hon’ble Chief Minister Office of Orissa, would like to implement the CPGRAMS model of NIC(HQ). So CPGRAMS is being customized according to the basic need of Orissa. The grievances of public are received at Chief Minster Office Online. There are primarily one designated nodal agencies in the Chief Minster Grievance Cell. The grievances received by the Chief Minster Grievance Cell are forwarded to the concerned Departments/District Collectors who are dealing with the substantive function linked with the grievance for redress under intimation to the complainant.

In order to access the application from an internet browser, open your internet browser and type http://cmgcorissa.gov.in/index.php in the address bar and press enter.

This is the general interface of the application.

The major links (buttons) available on this page would lead you to the following interfaces :

** Lodge Reminder/Clarification
** View Action Status

Lodge Grievance :
To register a grievance a citizen has to click on the Lodge Grievance Button.

The citizen has to enter his/her details along with the description of the grievance and can also upload any relevant document in support of the grievance (in PDF format only). The form has some mandatory fields marked as *

Lodge Reminder/Clarification :
In case of any delay in the processing of the grievance, a citizen can put a reminder for his/her lodged grievance. In order to put a reminder the citizen has to click on the Lodge reminder/Clarification button on the home page.

View Action Status :
A citizen can view the status of his/her grievance by clicking on the View Action Status button on the home page and has to provide the details as per the form

Login Form for CM Office/Departments/Organisations :
The application uses form based authentication security architecture for access control. All users are required to login using a username and password.

After entering the username and password the following screen appears where the list of New grievances is displayed (if any).

It also have the feature to navigate to different grievance options like :
** New Grievance(s)
** Pending Grievance(s)
** Disposed Grievance(s)
** Action Taken Report Sent
** All Grievances

Note :
Click on the Registration Number to forward the grievance to sub-ordinate Office or to take action

On the left panel of the screen lists the following categories :
Under Examination at our level :
It lists the grievances which are examined at the particular Dept/Org.

Forwarded to subordinate orgnisation :
It lists the grievances which are forwarded to the subordinate organization for further processing.

After Login the top panel of the screen has the following tabs :
** Administration
** Grievance abstract
** Monitoring desk
** Correspondence letters
** Search
** Reports
** Logout

The administration panel contains the different options/links as follows :
Lodge Postal(Manually Received) Grievance :
Submit a new grievance received by post or manually received.

Grievance Category Details :
Create/Modify Grievance Category

Change Password :
Change Dept/Organisation Password

Reset Password :
Reset Subordinate Organisation Password

Add/View Organisation :
Create/Modify Sub-Organisation

Deactivation / Activation Sub Organisation :
Deactivation and Activation Sub-Organisation

Grievance abstract :
It displays all the received grievances.

Monitoring desk :
It displays the statistics of all grievances (total received, disposed and pending) Organization wise.

Correspondence letters :
It shows all the correspondence letters issued to the citizen in printable format. It has the options to view the letters in date wise and registration number wise in 2 different categories viz. Acknowledgement and Final Reply.

Search :
It provides the facility to search any grievance(s) status by providing any keyword like grievance registration number or complaint name.

Reports :
This section displays the overall statistic of the grievances. The administrator can customize the report as follows

Progress Report with Parameter :
Display the grievance(s) details within a particular time span.

Query Based Report :
Display the grievance(s) details within a particular time span with an additional feature of grievance status wise (all, new, pending and disposed grievance).

Department / Office wise Report :
Detailed grievance report according to the departments or organisations

Age wise Pendency Report :
Display reports within a time span from a particular date.

Case Report Received :
On the left pannel under Utilities section case report received option is available, on selection of this, Administrator will get the detail about the case which it receives from the subordinate organisation.

Logout :
The administrator comes out of the application using this link after completion.

How to process the received grievances? :
In order to assess a new grievance read the grievance content (Grievance Details and Remedial Action Suggested) carefully and decide the action out of the following available options :
** Examined at our level
** Forwarded to subordinate organisation
** No action required

Grievance category needs to be selected only if the grievance has been assessed for the first time. If the grievance needs to be examined at the subordinate organisation then the parent organisation forwards it to the subordinate organisation. The table given below would further explain the actions required and results obtained while assessing the grievances.

  1. Please help me. I am working as junior clerk in Bindhanima CHC. I was misguided by a retired LHV Miss Ushamani Dash for which I was married his son. After some day, I found to know that his son was already married. Then I tried to compromise all the issue. But after four years, he treated me as I am nothing for him. I have not any sufficient proof to blame. As they have money power so I cant do anything. Please kindly help me.

    Please change the inter dist transfer rules. THE PRESENT RULE HAS BEEN SET IN SUCH A WAY THAT it is very difficult to have a mutual transfer. JUST MAKE IT AMENDED ON THE BASIS OF GIVE A TEACHER AND TAKE A TEACHER BASIS INSTEAD OF CONSIDERING CATEGORIES INTO CONSIDERATION

    Why our state Renewable Energy policy are not so good as compare to other states in India. In odisha we have no particular course or institute for study or training centers. We are very slow in our progress. Aall the programs held by our gov. are not reach to our people because of ignorance of our people.

    I want to know the exact procedure of online Grievance Petition of CM Orissa to the following point after lodging of complain

    1-How many days it will take for disposal of CM Grievance in orissa ?

    2-Why so many Grievance are pending with under process in district level ?

    3- I have number of Grievance Petition is pending with under process in puri district which is not solved till yet in district Collector Office,SP Office,Electric Office & BDO office of Astarang,so how can all grievance will resolved in time and when?

    4-If a Grievance petition is pending with under process due to neglect action of officer for number of days,then why no action had been taken and how penalty will be charged on officer if the officer are not interested to CM grievance resolved ?

    5-What is the good planning for resolving of grievance in right time?

    Sir ,
    With due respect, we the untrained junior teachers beg to state that after working six years in the remote and sensitive areas of odisha we have not been permitted as regular teachers under school and mass eduction dept. According to departmental secretary RTE ACT -2009 is turning out our career. Then how could 2005 batch junior teachers built up their career as regular teachers ! So why can not we?

    Therefore you are requested to please take necessary steps to make us regular under school and mass education. We shall remain ever grateful to you.

  16. Dear Sir, I am working in a private organization. I have been transferred from BBSR to Gunupur in Rayagada district. But I could not able to get the school transfer certificate of my daughter reading in class 10th on 1st August 2014. When I produced the certificate for admission of my daughter in a govt high school in Gunupur, the head master denied her permission for being late.

    What should I do now to enable her get admission in high school?

  18. I am Swarnalata Behera (Roll no- 12MBAS16414 )MBA student of Sambalpur University . My 2nd sem exam result has not shown on internet . Already have complained at Angul town nice director Sanjaya Samal but he does not take any action. Now 3rd Sem Exam Start 09/08/2014 but my admit Card had not send. University says Angul Nice Director Sanjaya Samal. I Always Complaint but nice director doesn’t take any action and always he says go university and there are complaint log but university contact no always not exist. How to solve my problem? Please help me.

It is highly deplorable that the S & ME Department has failed to clarify whether the service rendered in recognized school by a teacher shall be counted as qualifying service for pension since 16.03.2007. It appears as if the Officials are not well conversant about the rules in vouge or confused due to contradictory executive circulars which can not over ride the rules. Sri Nilambar Padhi has sought this information through their RTI Act on 16.03.2007 which is still pending. If the matter will be investigated thoroughly it will be exposed how the Department is harassing the old retired persons for more than seven years. It is not known if he will get justice during his life time.

    This is for your kind information that,there are 5 Nos complaint is pending. I have early lodge Complaint No CMOFF/E/2013/00074 29.01.13,CMOFF/E/2013/01992 dt 27.12.13,OR163/E/2014/00008 DT 20.02.14,OR163/E/2014/00009,GOVOR/E/2014/00067. One of them is showing disposed vide the Grievance Complain No CMOFF/E/2013/00074 but the complain no CMOFF/E/2013/00074 is neither disposed nor benefited the party till now regarding Old Age Pension. Only information is shown and his name is in waiting list from 29.10.10. The party is not getting his old Age pension since last 4 months w.e.f 29.10.13 for disposed dtd. Till now party have not got his pension. So why grievance status is showing disposed ?. The grievance is pending in higher level and also no action is taken, the CM grievance side is perhaps wrong way of problem solution of any citizen, the Citizen always harassment by the cell although it is advise for quick decision and quick action in a very certain time. The wrong procedure will be harassment to people of orissa. The online complain cell is open for only formality maintain. If the grievance cell is not modified for disposal of petition in early time then the citizen of orissa will be forgetten, so my opinion is that it please close the online complain cell as immediate
