Load Reduction :
Reduction In Contract Demand/Sanctioned Load :-
During the agreement period initial or extended, the consumer is entitled to get his contract demand/sanctioned load reduced by executing a fresh agreement. The reduction will be given effect to from the meter reading date following the expiry of 3 months period from the date of receipt of his request by the department. However, the minimum charge payable by the consumer in respect of the previous agreement shall be guaranteed against the current consumption charges payable against the new agreement by the consumer.

Load Enhancement :
Consumer’s Increased Load Requirement :-
** The procedure for sanction of additional power will be the same as for a new installation except that dues, if any shall be cleared before sanction of additional power.
** No High tension consumer shall connect any additional load in the existing High Tension service connection without obtaining the prior approval of the Electrical Inspector to Government as required under Rule 63 of the Indian Electricity Rules 1956 and without prior intimation to the Electricity Department to enable the department to take a revised Test Report from the Consumer. Failure to observe the above requirements shall render the supply liable to be summarily disconnected and the supply shall remain disconnected until the additional loads are tested and a revised Test Report is signed by the High Tension consumer.
** In the case of Low Tension Service connections, other than domestic service connection, were unauthorized additional load is detected, action will be taken as provided in Chapter – X.
** No additional load/demand will be sanctioned unless all outstanding dues in the same service connection have been paid.
** No consumer shall extend supply to any other premises.
** Any consumer, not covered by the Low tension Tariffs (Domestic), may make alterations, additions or repairs to his installations only as provided hereunder.
** Should the consumer, at any time after supply of electricity has commenced, desire to increase the number or size of lights, fans, motors etc., in his premises or in any way alter the position of the wiring therein, he shall send notice thereof in writing to the department whose representative will call and inspect the proposed alterations, additions or repairs and, if necessary, change the meters and fuse and alter the service lines and the competent authority will accord sanction for the change in the connected load and then only the consumer shall change the connected load by connecting the additional load. A test report signed by his wiring contractor shall be submitted by the consumer and the cost of alteration, additions or repairs to the service line shall also be borne by him. Testing as per clause 20.00 shall apply to the alterations, additions or repairs made in the installation. Failure to give such notice may derange the supply system and will render the supply to the consumer liable to be summarily disconnected. During the period the period when such alterations, additions or repairs are executed, the supply o the circuit which is being altered, added to or repaired, must be entirely disconnected and shall remain disconnected until the alterations, additions or repairs have been tested and passed by the Engineer of the department.
** In the case of Low Tension service connections, the department is entitled to cancel the sanction of the unutilized sanctioned load after giving one month’s notice.
** If any part of the sanctioned load is not availed within 12 months from the date of service connection.

** If any part of the additional load sanctioned to an existing service connection is not availed within 12 months from the date of sanction.

Power Feasibility Certificate (for Enhancement Of Load) :
List of Enclosures to be furnished for Enhancement of Load :
01. Reason for availing additional load.
02. Details of availability of land for expansion and copy of permission obtaqined fro land conversion to that extent of land.
03. Copy of project profile duly authenticated by the authorised person.
04. Details of existing establishment in U.T. of Pondicherry if any, and list of Board of Directors duly authenticated by the authorised person.
05. Resolution passed by the Board of Directors, authorising the applicant to correspond with this department. In case of partnership firm, copy of registered partnership deed/Registration of firm, duly attested by Gazetted officer.
06. Details of existing and additional machineries to be installed with its rating in H.P. and the maximum demand in KVA, duly authenticated by the authorised person.
07. Copy of No Objection Certificate for enhancement of load issued by Industries Department, Pondicherry, duly attested by a Gazetted Officer.
08. Copy of No Objection Certificate for enhancement of load and production capacity issued by Department of Science, Technology & Environment, Pondicherry, duly attested by a Gazetted Officer.
09. Copy of valid running license issued by local Commune Panchayat, duly attested by a Gazetted Officer for the exixting load.
10. Copy of Permanent Registration Certificate for Small Scale Industries/Certificate of Commencement of Production issued by Director of Industries and Commerce, Pondicherry, duly attested by a Gazetted Officer.
11. Copy of valid Air & Watr consent order issued by Department of science, Technology & Environment, Pondicherry for the existing load, duly attested by a Gazetted Officer.
12. Copy of valid running licence issued by Factory Ispectorate, Pondicherry, duly attested by a Gazetted Officer.
13. Clearance for drawl of water from borewell sunk if any from the State Ground Water unit/No Objection Certificate issued by Indutries Department to meet the requirement of water for purchase of water from outside source required due to addtional load/production.
14. Attested copy of approval issued by the Inspector of Factories for machinery layout.
15. Attested copy of building plan approval issued by Pondicherry Planning Authority.
16. Memorandum and Article of Association and Certificate of Incorporation in case of company.
17. A copy of licence alongwith its annexure issued by Food and Drugs Administration in case of manufacture of drugs.
18. NOC from competent authority for export oriented firms.
19. Attested copy of approval accorded by this department for commissioning of Diesel Generator, if any.
20. A Demand draft/Banker’s cheque for an amount of Rs. 500/- drawn in favour of “Senior Accounts Officer/WAPS, Electricity Department, Pondicherry, towards service charges.
21. National Savings Certificate for Rs. 500/- drawn in a Post office which is located within the limit of U.T. of Pondicherry.

Note :-
For Green category firm, In Principle clearance of IGB(Industrial Guidance Bureau) and for RED & ORANGE category except Steel & Chemical, Water/Power intensive firms, In Principle clearance of IPC (Industrial Promotion Committee) is to be obtained. For Steel & Chemical, Water/Power intensive firms approval of HLC (High Level Committee) is to be obtained.
