“Applications are invited for the post of Programme Coordinator, Environment Specialist and Fisheries Coordinator across various district(DPMU) under WBADMI Project.”

Water Resources Investigation and Development Department, Government of West Bengal, has started the project called ‘ACCELERATED DEVELOPMENT OF MINOR IRRIGATION (ADMI)’ IN WEST BENGAL, in March, 2012. This is an external aided project with funding assistance from International Development Association (The World Bank). To strengthen their projects across districts (DPMUs) of West Bengal WBADMI invites applications from Indian Nationals for the following vacant positions.

Programme Coordinator – 18
Environment Specialist – 18
Fisheries Specialist – 7

Candidates will be required to apply online only through the link ‘APPLY ONLINE’ between 03.03.2014 / 10.00 hrs to 23.03.2014 / 17.00 hrs in the aforesaid websites.

1. Programme Coordinator :
Qualification: Degree in Agricultural Engineering / Civil Engineering / Mechanical Engineering /
MSc in Geology with specialization in Hydrogeology.
Experience: At least 10 yrs. Experience in Rural Development sector at Managerial Level.
Desirable: Experience in design of Hydraulic Structures will be added advantage.
Pay: Rs 50000/- consolidated per month.
Key Tasks :
(i) Coordinate between DPD (Technical), DPD (Administration) and the consultants’ team for day to day management of the project at the District level.
(ii) Act as distribution point for transferring various reports related to DPMU.
(iii) Provide effective, reliable administrative support.

2. Fisheries Specialist :
Qualification: Bachelor/Master’s Degree in Fisheries Science /MSc in Zoology with specialization in Fisheries /Aquaculture.
Experience: 3 years for Mater degree holders and 5 years for Bachelor degree holders in the field/research experience of aquaculture and inland fisheries extension. Experience in externally funded fisheries projects desirable.
Pay: Rs 40000/- consolidated per month.
Key Tasks :
Capacity building of stakeholders in the fisheries sector through raising awareness and training communities on improved techniques and practices of reasonable fisheries and post-harvest management of fish at district level in collaboration with the Fisheries Coordinator of SPMU.

3. Environment Specialist :
Qualification: Bachelor Degree in Civil Engineering/ Agricultural Engineering/ Environmental
Engineering / Master’s Degree in Geology with specialization in Hydrology.
Experience: At least 5 yrs. Experience in design and implementation of irrigation or similar structures in rural areas ensuring various environment safeguards.
Pay: Rs 35000/- consolidated per month.
Key Tasks :
Carryout implementation of EMP and assist the Environment Specialists of SPMU in data collection and performing following tasks pertaining to the district:-
(i) Coordinating with the statutory agencies and provide necessary support to SPMU / DPMU / NGOs in securing regulatory clearance such as Environment, Forest or consents from WBPCB and other agencies.
(ii) Participating in the progress review meeting of the DPMU and provide advice on environmental aspects of the respective projects during implementation.
(iii) Coordinating with the Quality Auditors and consultants/ agencies of the project at DPMU and ensure that the environmental aspects related to the task of respective agencies are performed as per the Environment frame work of the project.
(iv) Maintaining a data base in a standard form on the status of various environmental activities of WBADMIP (clearance, compliance, EA reports, progress reports etc.) and update the same on regular basis.
(v) Preparing and submitting monthly progress reports to the Govt. of West Bengal and the quarterly progress reports to the World Bank, on all the aspects related to environmental management in WBADMIP.
(vi)Environmental capacity building and conducting training programs on Environmental code of Practices (ECoP), preparation of EMP, etc. through conducting workshop/ seminar at state and district level.
(vii) Conducting environmental audit, evaluation of EMP implementation, dam safety, Bio-village publicity campaign & implementation, intensification of bio pesticides production through NGOs, etc.
(viii) Designing and implementing irrigation or similar structures in rural areas ensuring various environment safeguards.

Age Limit : 65 years as on 01.07. 2013.

Mode of Selection:
Selection of candidates will be made on the basis of screening followed by personal interview. The number of posts in some of the categories may vary.
In case of recruitment in Reserve Post If SC/ST candidates are not available; posts will be filled up from General / Unreserved Category.
Initial appointment of the selected candidates will be given for 1 year and will be renewed based on satisfactory performance of the personnel concerned.
