Eligibility for DC Endorsements :
Minimum requirement for the training and qualification of Masters, Officers and Ratings on tankers
1. Officers and rating assigned specific duties and responsibilities relating to cargo or cargo equipment on tankers shall have completed an approved shore-based fire-fighting course and shall have completed :-
** At least ninety days of approved sea-going service on tankers in order to acquire adequate knowledge of safe operational practice; or
** An approved tankers familiarization course covering at least the syllabus given for that course in section A-V/1 of the STCW Code. On satisfactory completion of the course an appropriate certificate shall be issued to the candidate.

2. Masters, Chief Engineer Officers, Chief Mates, Second Engineer Officers and any person with immediate responsibility for loading discharging and care in transit or handling of cargo shall, in addition to meet the requirements of sub-rule(1), have
** At least ninety days experience approved to their duties on the type of tankers on which they serve; and
** Completed an approved specialized training programme which at least covers the subjects set out in section A-V/1 of the STCW Code that are appropriate to their duties on Oil tanker, Chemical tanker and Liquefied gas tanker on which they serve. On satisfactory completion of such training an appropriate certificate shall be issued to the candidate.

3. Masters and Officers, who are qualified in accordance with sub-rule (2) shall present their certificate of competency to the Chief Examiner concerned or Examiner, as the case may be and obtain an endorsement for service on Oil tanker, Chemical tanker or Liquefied gas tanker as, appropriate.

g) Medical Certificate(ILO-147)
h) 2 nos Photographs

Support Level (SUP) :
a) Tanker Course(Oil/Chemical/Gas)

Instructions for filling the application form for Dangerous cargo Endorsement):
1.Application should be accompanied by photocopies of following certificates
a) C. D. C.
b) Certificate of Competency ( for others )
c) Medical Certificate
d) Fire Prevention and Fire Fighting ( For Ratings)
e) Advance Fire Fighting (for Officers )
f) Oil / Chemical / Gas Tanker Familiarization Course.
g) Specialized training Programme on Oil / Chemical /Liquefied Gas Tankers
h) Liquid Cargo Handling Simulator Course 2½ days (Operational level )
i) Liquid Cargo Handling Simulator Course 5 days (Management level )
j) Indos Receipt or Indos Certificate.
k) Passport.

2.Application for Certificate ( Endorsement ) for service on Tankers for each Type of Tanker is to be applied separately
3.Applicant have to produce all the above mentioned certificates in original with valid medical certificate at the time of collection of DC Endorsement
4. Rating
5. Record of Sea-service
:
** Record of Sea-service Required is to be filled starting from latest
** For foreign flag Vessels the sea service has to be duly verified by the local representative (in India) of the Owner/ Manager on letter head ( FOSMA / MASSA Member ) stating cargo carried.
** For Indian flag vessels company letter is required stating cargo carried.

6.Candidate should ensure that form is correctly filled up and all required documents are attached otherwise candidate will be declared ineligible for endorsement.
7. 2 Recent passport size photograph to be submitted along with the application.
8. Any Person who makes any false representation or knowingly gives any false information is liable for punishment for cheating section under 182 and 420 of the Indian Penal Code.
9. For payment of Fees, Challan form to be collected along with application form requisite amount to be deposited in bank

Fees payable as follows:
DC Endorsement as per 1995 convention Rs. 1000/-

Candidates are reminded that Fees once paid cannot be reimbursed, hence ensure prior payment that he is meeting the requirement applicable for DC endorsement of 1995 convention.

    My fresh Indian cdc issued on the bases of panama coc and rank printed on it is ‘other deck/Nautical officers’. I went to Kolkata for applying fresh DC endorsement of oil. But they reject my application and told me that this cdc issued on the bases of foreign coc. Now my question was that you can issue this cdc on the bases of foreign coc then why not DC endorsement on this cdc. But they were speechless. They did not give me any solution to get Indian DC endorsement. Now I am in big trouble I need DC but helpless. If anybody have any solution please help me because without DC I can not join my company where I got selected.

    1. 1) Seafarers Registration Compulsory for all Candidates at the time for applying Dangerous Cargo Endorsement.
      2) For Endorsement on Oil, Chemical, Gas Tankers, certificate from the Company should mention the name of Oil, Chemical, Gas Cargo carried along with their grade.

  18. Presently i am having 2nd Mate COC (United Kingdom licences or certificate) and working in Indian Shipping Company on their own Gas tankers. I am having Level – 1 DC Endorsement on gas tanker.
    Can i apply for Level – 2 DC Endorsement on the basis of present certificates like Second Mate COC (UK), GASCO (Advance Gas Course) and 21 months experience on fully refrigerated gas tankers.
