New HT Connection:
General guidelines provided to assist a prospective consumer in getting High Tension Supply are given below. Such consumers are advised to contact Executive Engineer/ Superintending Engineer of their area for any further assistance (if required).

High Tension (HT) :
When supply voltage is 11000 Volts or higher, it is called High Tension Supply.

High Tension Supply is required :
** A consumer is required to use HT Supply when the total connected load in his installation exceeds 100 HP (or 74.57 kW).
** However, a consumer can also opt to avail HT Supply even when the connected load is less than 100 HP (or 74.57 kW).
** In either case, the contract demand for which the agreement needs to be executed should be 60 kVA (50KW) and above.

How to get HT Supply :
** A prospective consumer intending or required to avail supply at High Tension should apply to the concerned Executive Engineer of the O&M/City Division.
** In certain cases, a prospective consumer requires a letter from the Board assuring that power to the extent required by the consumer would be made available. This assurance letter appears to be a pre-requisite for sanction of a loan by the financial institution and some times for issue of licenses by the Govt. In such cases, the prospective consumer should apply to Chief Engineer (Com), CSPDCL, Raipur giving the purpose, for which the supply is required, the quantum of power required, the location of the proposed industry and the probable time by which power will be needed.
** The proposal is scrutinized and if all the details are found in order, the assurance letter is issued to the consumer.
** The prospective consumer at the time of making requisition to the Executive Engineer is required to furnish information as mentioned in the prescribed application form. A prospective consumer can contact Executive Engineer in charge of the area for any assistance or guidance required to furnish the information.
** The consumers are to be realistic in indicating the demand of power. This should be the simultaneous demand of the consumer and not the sum of the rated capacities of different equipments. If the demand of the consumer is likely to build up in stages, the consumer can give the phased demand but the phasing would be over a period of not more than two years.

Location of Proposed Industry :
In accordance with the provisions of Chhattisgarh State Electricity Supply Code 2005 clause 4.3 and 4.4 the cost of extension of Distribution mains and extension/upgradation of the system up to the point of supply for meeting demand of new consumers shall be payable by the consumer, or any collective body of consumers or otherwise as may be directed by the Commission, keeping in view the provisions of section 46 of the act. In all the cases of new connection the consumer shall bear the actual cost of extension and service connection charges.

The consumers are advised to keep this requirement in view and try, if possible, to locate the industry as close as possible to the CSPDCL existing network .The consumer requiring supply at 11/33 KV should seek guidance from the Executive Engineer/Superintending Engineer regarding the CSPDCL existing network from which supply could be made available to them before finalizing the location of the industry .The consumer with demand of more than 10000 KVA are advised to discuss the supply arrangements with the Chief Engineer (Transmission), CSPTCL and Chief Engineer (Commercial), CSPDCL at Raipur.

Security Deposit :
The consumers are required to submit security deposit equal to the 1.5 months estimated electricity charges in the manner here under
(a) 50% of the estimated electricity charges are payable in cash on execution of agreement.
(b) Balance 50% of the estimated electricity charges will be payable before getting the supply.

Power Factor :
** The consumers are required to maintain a minimum power factor of 0.90.
** In case the power factor falls below 0.90, the consumers are required to pay a penalty for each one percent fall in power factor below 0.90.
** In case the average monthly power factor of the consumer increases above 0.95, he shall be paid an incentive for each one percent increase.
** The consumers are therefore advised to install capacitor banks to maintain a power factor of not less than 0.90 from the date of commencement of supply.

Sanction of Power :
After the requisition is made by the prospective consumer in the prescribed forms along with required documents, the proposals are made by the concerned Executive Engineer/Superintending Engineer and forwarded to concerned Regional Chief Engineer .The Proposals are scrutinized in the office of the Regional Chief Engineer and if the same is found in order, the sanction of power up to the contract demand of 2000 KVA is conveyed to the consumer and proposal of contract demand above 2000 KVA is submitted to Chief Engineer (Com), CSPDCL Raipur for obtaining sanction.

The sanction of power above 2000 KVA as approved by the competent authority of CSPDCL is conveyed to the consumer from the office of the Chief Engineer (Com), Raipur. The consumers are allowed a period of 15 working days for completing the requisite formalities from date of sanction.

Execution of Agreement :
After sanction of the proposal, the consumer should pay the prescribed charges, execute the agreements as per the draft given, and submit it back in the office of the Executive Engineer within the prescribed period of 15 working day’s. An Adhesive Stamp worth Rs 50/- plus Rs. 1/- revenue stamp is to be affixed on the agreement. As an alternative, non-judicial stamp paper worth Rs 50/ with a revenue stamp of Rs.1/ can be attached to the agreement. It is to be ensured that the competent authority executes the agreement.

The Executive Engineer/Superintending Engineer forwards the agreement to Regional Chief Engineer. The agreement for contract demand up to 2000 KVA is finalized at his office and the agreement for contract demand above 2000 KVA is forwarded to Chief Engineer (Com), CSPDCL, Raipur for execution on behalf of CSPDCL.

The agreement duly executed is returned by the Regional Chief Engineer / Chief Engineer (Com) directly to the consumer.

Commencement of work to arrange supply to the consumer :
The work of laying of electric lines to afford supply to a consumer is taken up by the CSPDCL after finalization of agreement.

Commencement of Agreement :
** As per Clause 3 of the agreement the Executive Engineer of the area serves a notice in the prescribed form intimating the availability of supply to the consumer at his premises in accordance to the provisions of supply code.
** The agreement commences from the date the consumer avails supply after the date of notice or on the expiry of three months from the date of notice.
** The agreement remains in force for a period of two years from the date of commencement of agreement as above and thereafter on year to year unless terminated by either party as per the provision of supply code.
** It may be noted that the CSPDCL will switch on supply to the premises of the consumer only after the consumer makes the permission to do so, available from the electrical inspector of the Govt. of Chhattisgarh State.
** It is in the interest of the consumer to furnish this permission to the Executive Engineer of the CSPDCL in any case before the expiry of three months notice period failing which the charges as per the agreement would be payable by the consumer.

Issue of Bills and Payment thereof :
** The meter readings are taken as far as possible on the last day of the month.
** These readings have to be signed on behalf of the CSPDCL as well as the consumer.
** Based on these meter readings, the bills are prepared by the Regional Accounts Officer of the CSPDCL of the area.
** The payment of the bill is to be made within 15 days from the date of issue of bill.

General Information :
HT Tariff of CSPDCL is available in a printed book-let which can be received from the office of the Divisional Engineer /Superintending Engineer on payment of the fee of Rs.30/-.

The Chhattisgarh State Electricity Regulatory Commission has issued guidelines in the Code, known as “ Chhattisgarh State Electricity Supply Code 2005” to govern distribution and supply of electricity and the procedures thereof, such as the systems of billing, modality of payment of bills, the powers, functions and obligations of the distribution licensees and the right and obligations of consumers, etc.
