Online Issue of Form ‘C’ :
The Commercial Taxes Department, Union territory of Puducherry has introduced online services viz., Online Renewal of Registration and Online Filing of Returns to the dealers from April 2010. These services are widely accepted by the Trade and Industries and made it grand success.

Now the Commercial Taxes Department has come out with Online Issue of ‘C’ Forms at the first instance. Dealers, who have valid Registration under the CST Act 1956, can apply for the ‘C’ Forms through online by login to the Commercial Taxes Department official web-site http://gst.puducherry.gov.in and obtain the Forms through online in a hassle free environment. This service is provided to the dealers without collecting any user charges. This service will be extended shortly for other Forms i.e. Form – ‘F’, Form – ‘H’ etc. based on the feed back received from the dealers.

Dealers can obtain ‘C’ Form through this system for the purchases made From 1st April, 2010 and the Forms are issued on Monthly basis. For the purchases made up to 31st March, 2010, the old system will continue. The manual ‘C’ Forms obtained earlier from the Department shall not be issued for the purchases made on and after 1st April, 2010. If the manual ‘C’ Forms have already been issued to the selling dealers, the Forms have to be withdrawn (as it is invalid in the eyes of law) and the dealer has to issue the Forms obtained through online.

Introduction of this Online Issue of ‘C’ Form will considerably save the time of the Business community. The system of issue of ‘C’ form is fully computerized and there will be no manual interruption. Thereby, it brings transparency in the Administration.

This manual describes the procedure for obtaining ‘C’ form through online in a step by step method. For further clarification and doubts if any, one can contact the Assessing Officer concerned.

How to apply for Online ‘C’ Form :-
On accessing the website http://gst.puducherry.gov.in, the web page will appear. Click ‘Online Services’ link button.

In the main page various options are displayed. Here, select the ‘Requisition’ option in Online Issue of Forms menu. System will allow to proceed further, only if the dealer is registered under the CST Act, 1956.

Select the appropriate ‘Month’ & ‘Year’ and press ‘GO’ button. In the following screen enter the seller’s details. In this page, the dealer has the facility to view the commodities covered under their certificate of registration issued under the CST Act 1956 and details of arrears by selecting the appropriate links.

Now Add the transaction details one-by-one for the chosen month. Here, system verifies whether invoice date falls in the same month. Also system does not allow for the duplicate invoice entry. After entering all the required details and information dealer can click the SUBMIT button.

Alternatively one can save the details by clicking the SAVE & EXIT button without submitting. Later, one can click the ‘Update & Submit’ option, available in the Main Menu of the online issue of Forms. Now the list of the saved invoices details is shown. Click the select button against the entry to be updated and make necessary changes / corrections if any. After ensuring the correctness, completeness and accuracy of the data one can click the submit button.

Dealer may also upload the ‘C’ Form details by creating XML file. To create the XML file, the dealer has to download the ‘XML converter Utility’( which consist of a Blank Excel file, XML Schema file and user manual for the utility in a ZIP format) by clicking the ‘download XML converter Utility’ link provided in the home page.

After creating the XML file, the dealer can upload the data through the ‘upload XML file’ option available in main menu. While saving the XML file, the dealer has to follow the naming convention i.e. Name of the XML file shall be TIN of the selling dealer, Name of the form followed by year and month with extension XML. (Ex : 33669876543-C-201004.xml)

After successfully uploading the XML file, the dealer has to click the ‘Update and submit’ button in the Main menu, the following page will appear. Even at this stage, the dealer has the option to add, delete, and modify the details uploaded. Finally, the dealer has to click the ‘Submit’ button. After clicking the ‘Submit’ button, the dealer cannot change the details.

When you click ‘Submit’ button then the screen will appear. User has to read and select yes for all the option. The system will allow the dealer to proceed further, only when the dealer fulfils the conditions stipulated. When you click ‘I Agree’ button, system will display acknowledgement for online requisition of ‘C’ Form and the dealer can take a print out for future reference.

After the submission of the requisition for “C” form through online the department takes 7 days for approval after checking all the parameters. Thedealer can see the status of his request by clicking the view status option. If the Status is shown as approved, then the dealer can take the printout of the C-Form by selecting ‘Print Forms’ in the main menu of the online issue of forms. The ‘C’ form and its annexure will appear.
