New Amendment Process :
For benefit of the registered dealers in the State and to facilitate trade and commerce, the process of amendment of Registration certificate under VAT Act, OET Act and CST Act has been simplified and a new process has also been introduced by the Commercial Tax Department. It requires that all the applications for Amendment is made electronically only.

The new process of making an application for amendment is available for all the registered dealers with VALID TIN / SRIN and password to log into the CT Department portal. The process categorises all the amendments into two broad categories. All amendments relating to sell or disposal of business, or place of business or discontinuance of business, change of name, change of place of business excluding principal place of business, addition or deletion in class or classes of commodities etc. under OVAT Act etc. will fall in the first category which will be done electronically by the system and the updated Registration Certificate (with a History Sheet) will be made available in the portal for the dealer normally within 24 hours of making the application for amendment successfully.

However, amendments relating to change of constitution of business / partnership and change of principal place of business etc. under OVAT Act and amendments under CST Act will require to be approved by the Registering Authority after successful submission of the application electronically and submission of documents at the Help Desk of concerned circle office.

The step by step process for applying for new amendment is given below :
1. The dealer has to go to the CTD portal and log in using his User ID (TIN / SRIN) and password.
2. After logging in the Home screen will be displayed. The dealer has to click on “Amendment” and the following screen will be displayed.
3. The dealer will be required to select the “New Amendment” radio button to proceed to enter the details of required amendment. The following screen will be displayed.
4. After selecting the type of amendment, details of amendment are to be entered by the dealer. For example, if a dealer wants to add another place of business as Additional Place of Business, he has to enter the details in the following screen which will be displayed by the system.
5. Similarly, the dealer will be required to fill up the details for each entry of amendment requested. After entering all the required details, the dealer will be required to “Confirm” the details of amendment.

6. Once the details are confirmed, the amendment process will be carried out in two different ways :
(i) For amendments which would be done automatically; and
(ii) For amendments which will require approval of the Registering Authority.

7. For Automatic Amendments :
Depending on the type of amendment requested by the dealer in the CTD portal, the system will verify if the category falls into automatic group or otherwise. If the type of amendment falls into the automatic group, the system will update the amendments in the registration certificate within next 24 hours and the updated registration certificate along with a history sheet will be made available in the portal for the dealer to download. The history sheet will be as shown on the screen.

8. For Non-Automatic Amendments :
In case the type of amendment falls into the category of non-automatic group, the dealer will be required to select a time slot as in case of registration process to submit the signed copy of the amendment application along with related documents at the concerned circle office.

9. Once the details are confirmed, in case of non-automatic group, the system will ask the dealer to choose a time slot of the dealers’ preference by displaying the following screen.

10. After clicking “OK” the system will display the following window where the dealer will have to choose a date and time for appointment at the concerned circle. The following screen will be displayed.

11. In this screen, a calendar will be shown to the applicant with coloured dates in a month. Each date is further divided into several timeslots of 30 minutes each. Please note that the colours indicate the following :
Grey colour dates – No free time is available
Green colour dates – Free timeslots are available
Red colour dates – Public / Declared holidays

12. Usually, the dealer will be required to select an appointment within next seven working days. In case, no free slot is available within the next seven days, then only the dealer should choose a time in the next seven days. Once the date is selected, time slots (of 30 minutes each) in available during those days in the drop down box as shown below.
1. The applicant has to select a preferable time slot from the available time slots during that day and after selecting the time slot of his choice, the applicant will “Save” the choice by clicking on the “Save” button.
2. Once the “save” button is clicked, the system will display a confirmation message as shown below.

13. The dealer has the option of clicking on “Cancel” button above and to go back to change the time slot or date, if he so desires. However, once the dealer confirms the saving by clicking on the “OK” button above, the system will save the time slot so chosen and show another dialogue box to the dealer to go to print the Form VAT 108, as shown below.

14. Once the dealer clicks on the link shown above to print the form VAT 108, the form will be printed along with the appointment details as shown below.

15. The dealer will be required to take a print out of the form VAT 108 generated by the system and sign it. The signed copy of the form VAT 108 along with other related documents need to be submitted by the dealer at the Help Desk of the Circle to which the dealer belongs on the pre-scheduled appointment date / time.

16. Once all the related documents along with the signed copy of the application for amendment is submitted by the dealer at the help desk, an acknowledgement will be issued by the system under Odisha Right to Public Services Act, 2012 (Form I) indicating the time limit within which the application for amendment is to be disposed off.
